Issue notifications don't send out

Description
Emails aren't sent out when issues are added/modified, whereas they should be.

I had a go at this one last night. I modified php.ini to the normal UNIX-style values, instead of (for some reason) the Windows-style ones. Didn't help. I know this also happens for new user notifications as well. Might be an idea to test whether it is Redmine or PHP.

Redmine is written in Ruby, actually. I was previously relaying through my ISP, which appears to be broken now. So I installed and configured Postfix to send the notifications, without relaying at all, as a temporary stop-gap. This may mean that some notifications are caught by spam filters and/or possibly rejected, but until I can get relaying through GMail properly working, or my ISP fixes their relaying issues, it's all I can do.

I got redmine correctly relaying through gmail where the quokforge.org mail is hosted, so this is 100% complete now.
Already marked as resolved, closing the issue now as well.
